It Started with a Betamax Tape

Before fiber. Before cable. Before most people in Roxas City had ever heard the word internet, Wesfardell was in the business of bringing the world into Capiz.

In the 1980s, that meant a video rental store. Betamax and VHS tapes. Movies, news, MTV. International content that Capisnons could not get anywhere else in the province. It was a status symbol. If you had a Wesfardell membership, you had access to something your neighbor did not.

In 1992, Wesfardell activated Cable Television; the technology changed but our mission did not. We have always been about delivering information, entertainment, and connection using whatever the best available technology was at that moment.

When the internet arrived in the Philippines in 1994, it felt like the next chapter of the same story. Content. Information. Connection, through a new medium. But over time it stopped being a content service and became something else entirely. It became infrastructure. And infrastructure does not get to have bad days.

Internet is not a luxury service like a movie rental. When a family's livelihood depends on it, when a student's education depends on it, when a disaster response office depends on it, it becomes something closer to electricity or water. You do not get to have a bad day with it. You do not get to route everything through a single cable and hope nothing snaps.

That is where Wesfardell's engineering direction became a decision with real consequences.

What We Are Not, and Why It Matters

Wesfardell Connect is not a sub-dealer or franchise of any national telco. We are not reselling them under a different name. We hold our own independent network license, operate our own routing infrastructure, and choose our own upstream transit partners.

That distinction is not just a technical footnote. It is the entire reason this network behaves differently when things go wrong.

Most internet providers in the provinces operate on a single-carrier model. They distribute signal from one national backbone into local homes. When that backbone has a problem, every subscriber on their network shares the same problem. There is no alternate route. There is no backup pipeline. Customers wait.

Wesfardell Connect operates AS138970, an Autonomous System registered independently with APNIC. It is one of the only locally headquartered Autonomous Systems rooted directly in Roxas City and Capiz. Having this license means we control our own Border Gateway Protocol routing engine. In plain terms, it means we own our routing decisions. We are not a passenger on someone else's network.

Instead of depending on a single line into the province, our network draws from multiple fiber routes simultaneously, including the Philippine Domestic Submarine Cable Network (PDSCN) and the ComClark optical backbone. Think of it like a market with three entrances instead of one. When one gate is blocked, traffic moves through the others without stopping. When one upstream carrier has a cut or a congestion problem, our routing engine redirects data automatically. Your connection absorbs the problem quietly instead of going dark.

Why Capiz Needed This Kind of Network

The World Bank has documented what people living here already know. The Philippine countryside is underserved by major telecommunications infrastructure. Capiz and Roxas City are the countryside. As part of the Visayas, we do not have international submarine cable landing stations on our shores. Parts of Capiz province carry formal GIDA classification, and when the national government speaks about the Digital Divide, that conversation is about places like this.

The national telcos do invest. But the investment calculus of a publicly listed company with shareholders in Manila looks different from the calculus of a community network based in Roxas City. They build where the density and the returns justify the cost. We build here because this is home.

Wesfardell Connect is a community network. That is not a brand positioning. It is the organizing principle behind every engineering decision we have ever made, including the decision to pursue an independent ASN and multi-backbone redundancy rather than the simpler, cheaper path of reselling a national carrier's signal.

I was part of the Philippine Cable Television Association Technical and Industry Development Committee. The independent routing roadmap was not a spontaneous idea. It was something we studied, planned, and built deliberately because we understood what Capiz needed and what single-carrier dependence would eventually cost our subscribers.

The Test That Matters Most

As a fire volunteer, I have sat inside the emergency operations centers of both the Roxas City Disaster Risk Reduction and Management Office and the Capiz PDRRMO. I have seen firsthand what it looks like when a command center loses its internet connection during a weather event. Coordination breaks down. Response slows. People in the field cannot reach anyone.

We started as a luxury, the membership that gave Capisnons access to content their neighbors could not get. Today Wesfardell Connect is something entirely different. We are infrastructure. Wesfardell Connect exists because Roxas City and Capiz deserve a network built by people who actually live here. Not a resold signal from a distant carrier. An independently operated, community-grade network engineered specifically for the geography, the weather, and the people of this province.
